These do not trade on NASDAQ or any other stock exchange for that matter; these are traded on pink sheets. Although, the price of these stocks is low, the risk factor attached to trading penny stocks is quite high, simply because they have a short and erratic past of earnings and revenues. If you like to gamble on the edge, then penny shares are your forte.
